Watch for when your artist gets the "inspired/creative" perk alert. (Can't remember which it is, but the description will tell you what they can do.) When that happens, make sure they run off to their Sculpting Bench and make the biggest sculpture you can out of the best materials that you have in order to have the best chance for a "Legendary" item as a result.
Legendaries in 1.0 only come from inspirations, there is zero chance to craft one otherwise. Masterworks are only about a 10% chance at 20 skill.
