quick select colonist menu not showing up

so we all know that list of colonists thats usally in the top center of the screen? its not there for me how do i fix it?

Bottom right > looks like four squares (toggle colonist bar). Stand on one foot, scratch your nose, bark our the last four letters of the alphabet and then click on the icon. Works every time.
