1. Wounded colonist must be in a bed or sleeping spot. Usually it is one you have designated as a "Medical" bed/spot, but could be any bed/spot if the colonist chose to lie down there.
2. Desired doctor must be allowed to doctor in the work priority list. Usually you set your doctor to a "1" priority but any number will allow you to force-tend.
3. Desired doctor must not be zoned out of the area the wounded is in.
That's it. You mention "Medical Tab" and if that is a mod then anything could be wrong.
Edit! Oh, and the desired doctor must be healthy enough to do the job. Like not missing their arms or both eyes and such.
Do they have access to a Bed or Sleeping spot that is designated for Medical use? That's typically the most commonly and easily overlooked problem when it's not simply a bug caused by a mod.
"Medical Tab" might have its own additional requirements and you should probably check that mod's threads/discussions, too.
And, obviously you couldn't figure it out, so I was trying to help you... If you had 10,000 hrs in the game would that have magically changed the request for some help post you wrote?
With all the mods that people run, it's very difficult to try to debug someone's bug without knowing ALL the mods they're running. There are a lot of mods that conflict with each other or need specific load orders in order to work well together. There's only so many possible "vanilla" reasons your question could originate from without it being a corrupted install, which is something nobody can know but you.
