Stairs that don't have a connected floor tile at their far end should create a "damage" tile... ("Stairs to nowhere") :)
Or a stairway to non existant z levels

Well, it's sort of a "joke" mod, but as you can see... people like the idea. :) Grab the tileset, copy/paste a wood floor tile, stagger the pastes, then just add a slightly staggered paste/edge for the rotations - Done. (Well, that should be all it takes other than directing the game to display it properly. :) )
I think it's a nice idea for some decorative elements. In front of doors, connecting to "platforms" over mud/shallow water, etc.
You should definitely focus on Ladders, next, though... :)
