Otherwise, what Astasia said. If you need it as soon as possible, set everyone to haul as top priority. Or set a zone in a storage room and set a hauling pawn to that zone for a short while.
As for zone idea... that might just work perfect. Ill give it a shot
As long as no mods try to supercede that behavior, they will eventually do it. In my experience, though, they really do need to have nothing else on their list of stuffs to do at that moment. Because we're almost always building something or requiring something to be hauled somewhere, for some reason, the opportunity for them to reorganize stacks is actually pretty rare until you get everything else optimized. Still, on occasion, i've seen them do it when I wasn't expecting it. There may be a sort of random jump in the likelihood it'll get done.
Also, they need to have other needs met, too, so they're not looking to fulfill those and that's not taking up their time. IOW - Mid to Late game is when you'll most likely see them increasing the efficiencies of your stockpiles, since they have more time to do it...supposedly. :)
But my low prior stockpile (usually in animal zone, my pawns distribute things from here) zones sometimes need a cleanup: When this happens, I'm zone restrict one pawn in the stockpile zone, so he can't do anything else just merging.
