press scram (scram = turn off)
even if it has no rods in it and is at 0% power its still "active"

right click the control console and do whatever the button wants
click some empty spaces in the reactor (should have a blue arrow going down) press scram
and have someone haul the rods in
You setup the reactor at the control panel, but leave it scrammed.
*then* you have a brainiac load the reactor.
and only then do you initiate the reactor.
They won't load until you have allocated the reactor core slots.
But they also wont load in you have already initiated the reactor.
P.S.
You only need the pool for rods that have already done a stint in the reactor. "fresh" rods are safe

Thanks! That was it. But during testing my reactor exploded when my pawn pressed AZ-5. Another pawn said he'd seen worse but I think he's lying.
