A program that stop stuttering (i hope so) - Throttle Stop
Spare me from grammar error, I'm not very good at English. So as the name of the program suggests. Its stop your CPU from throttle.

From my poor knowledge, when your CPU run with turbo boost (if it has) it will generate heat (even with single core), if the temperature too high, the CPU will automatically throttle it down to prevent it from damaging itself also causing stuttering/lag
With Throttle Stop, you can limit the maximum CPU clock speed so it doesn't generate too much heat but does not decrease your performance too much

Shouldn't be an issue unless you are overclocking, in which case you are just wasting time if you didn't also add the appropriate cooling. If your CPU is overheating at stock settings with the stock cooling, something is physically wrong with your setup. Might be as simple as needing to clean out the dust or give the case more breathing room, or it might need something like some new thermal paste or a fan replacement. Doing something like throttling your CPU is a bandaid to fix an issue that is only going to get worse the longer you ignore it.
