Know that meals dropping on the ground not in a stockpile won't count towards your bill, so the cook may over produce. Get around this by putting a stockpile where they drop, set it to hold nothing. They will count, but still be hauled away by your haulers.
If you have 5 meals in a stockpile, 5 on the floor by your stove and the bill set to Do Until 10, the cook will continue making because they think the colony only has 5 meals.
If your haulers can move them to the stockpile quick enough, then yes, they will get counted, but not until.
I always have at least 30% of my colony as dedicated haulers, so yes, everything gets hauled basically immediately, but it doesn't stop the dropping on floor bill setting from not counting the dropped meals as completed until they get put into a stockpile.
So if you don't have enough haulers, then the cooks can overproduce, which is exactly what BlackSmokeDMax said, and showed how to avoid it.
They WEREN'T counted before hauling, which is all I said in the first place. Sometimes you just can't have efficient hauling, you may end up with a bunch of no "dumb labor" idiots. Note: I don't use any mods to enable all labor for everyone, nor do I use Prepare Carefully.
