You can make a Flak vest - kevlar is not a vanilla item.

Devilstrand Dusters are surprisingly protective (against damage that isn't Blunt), if you prefer a 'non-armour' armour.

Off topic, but why do flak garments specifically require cloth? I'd like to be able to make them with any textile + steel and components.

Aside from the myriad of interesting combinations, this would allow for insulated flak jackets so that I wouldn't have to compromise protection in cold weather.

Cloth basically acts as a material to make kevlar fiber

There are mods that make flak equipment stuffable, but when you use those it becomes apparent why that was left out of vanilla. As it is, a cloth based flak jacket and a devilstrand duster make for some excellent armor, but if you have a devilstrand flak jacket, you start getting into the OP zone. Now, what if you made a body armor vest out of devilstrand and plasteel? Vanilla combat just isn't that complex to support such high end gear combinations. Vanilla gives you power armor as the upper limit, which restricts what you can wear underneath it.

That being said the mods that add many more layers of armor effectiveness can definitely add fun to the game, especially when new weapons are added that makes all that extra armor useful. Vanilla just didn't need to go that far with it.
