Researching will eventually allow you to build them, and advanced components. If your'e having problems with the low tech stuff you're gonna be in pain once you need advanced components.
Unless you're talking about a mod, then I have no clue. Can't think of any mod that needs "robotic components".

If this is from a mod; you can "find" components by using the respective bill on the machining table (I think it takes 10 components to net you 7 components + 1 component of the one you specifiec in the bill)
