Report a translation problem
If you are not able to even get to the options menu from the game you can change the fullscreen toggle and resolution from the "Prefs.xml" file located here:
C:\Users\*username*\AppData\LocalLow\Ludeon Studios\RimWorld by Ludeon Studios\Config
You want "Prefs.xml" in that config folder and look in the gobbledygoop for "Fullscreen".
Change the "Fullscreen" line to:

"Resolution Height" and "Resolution Width" are there, too, but I would just change fullscreen and then check resolution in-game.
I got the file "Prefs.xml" but I do not have a line with "Fullscreen". Here's what I have in it :

What version of Windows are you using?
Try this: Use Alt+Tab to select the RimWorld window, Press Alt + Space keys together on the keyboard to open the window menu. You won't see it, but it should open up. Now, press M . The mouse cursor will move to the title bar of the window and turn into a cross with arrows. You won't see this happen either, but it should do this. Don't touch the mouse. Use the left, right, up and down arrow keys on your keyboard to move your window back onto your main screen.
Once its visible, grab the handle at the top with your mouse and put it where you want it. If you want to stay in windowed mode, get the window positioned correctly and then close the game. Windows will (usually) remember where a window was when you last closed it and reopen it there.
You can verify the game files through Steam if you haven't already. That will replace game files that are missing/incomplete/damaged.
Right click Rimworld in Steam-Properties-Local Files-Verify Integrity.
Here is my "Prefs.xml" if you want to do some experimenting.

Edit: Oh, Preechr's post above is great advice. Try that first to re-center your window before changing game files!
Just plug in the second monitor you have forced your graphics card to acknowledge.
If you have misplaced your second monitor, then just stop forcing your graphics card to override itself into a second screen.(normally detecting absence of second monitor will have fixed this)
I did exactly as your messages (which I thank you for your help) and still nothing. This is the only game that does this to me on hundreds. M.K., I have never put a second monitor, that's what is strange :/
Steam provides you with the 64 bit version if you have 64 bit Windows installed. If you have 32 bit windows installed, Steam will provide you with the 32 bit version.
If you are playing from the ludeon website version, it is whichever version you downloaded.

If it doesn't help then you can just delete them back out. My hope is that it will give you fullscreen and solve this weird window placement.
You may also consider checking your Windows10 display settings and make sure the set resolution matches your monitor.

are not in the file "Prefs.xml", I add them by making a copy paste ?
Also, you might check that your Windows10 display settings are at 1920x1080 resolution to match your monitor.
