YesYes, by default I use my tv that way. megascreen tv, covering all the chairs around a long table in the dining room.

i took the tool tip for bed and tvs as medicala rooms, where they are in bed awake healing.
but for chairs, do they HAVE! to be facing the tv? or can it be back to tv, like small 1x2 table in middle of view area and chairs all round the table?
They can use the existing chairs at the dining table to watch TV, though. It's up to you, of course.
If you're trying to min/max chair count/space and the like, it's a good option to cover that area with the TV as long as there's the chance there will be space there for a colonist to just sit there and watch TV. It's a chair/space you didn't have to build that gets a dual-use.
It also puts them in a good, well visited, location for Social interactions, since others may be going there to eat or watch TV.
I tend to build a dining table/chairs, cover that area with a regular TV, and then build additional row of big comfy, well constructed, chairs in that area as when I get a bigger TV. For the largest, I still try to cover the main dining areas, just to get the chance to make use of the additional chairs.
