Outside temp can't be affected.
Passive coolers gradually lower the temperature to ~15 degrees (can't remember the exact value), but the open sky entirely negates that.
Better to place them inside your buildings, instead.
If you were using sun-lamps to farm inside an enclosed space, I'd say maybe yes - but the lack of roof means the answer is no. :-)
Sure they do. You need about one passive cooler per 25 squares of cooled room.
As the outdoors( = the whole planet) is a bit large, you need a lot of coolers to have a noticeable effect. For the normal planet, about 42-43quidrillion should do the job.
Otherwise, you would be clearcutting forests to fuel enough coolers to keep your modest plot of potatoes growing. If you're playing in an area with crop-killing heatwaves, I don't suspect there are many forests around.
I remember having built greenhouses, with a roof and sun lamp and cooler/heaters (depending on biome) in earlier patch states, however, it's a long time ago since I did that last time.
Imho it should work inside, if you got a sun lamp and the comfortable temperature and soil, however, I maybe outdated with that.
Because I never saw the use in building hydroponics, so I instead have built indoor farms in colder biomes to generate crops all year round.

Yeah, Tribals are pretty much ♥♥♥♥♥♥ in that situation, basically the only thing you can do to prepare for winters/heat waves/cold snaps is to have very large farm zones, so you gather so many crops, that you got a large stock of raw food to turn into cooked food/pemmican during these times.
However, the passive coolers do work wonders inside even during heat waves, if you just build enough of them, I'm regularly surprised how well these work.
That's why I like to use them for normal climatization in living rooms in early stages of even industrial start colonies, when I'm just relying on tribal technologies mostly, since I prefer not to use Electricity before I get Fuses researched (from the RT Fuse Mod).
