If you look at the individual DLC pages it should tell you what you get.
in RM I think it can be automated: like dudes send a unique key and gain access to special page where they can make own settler, and all this info is stored on the dev's servers and then uploaded into client once a week.
so devs can clearly make the price lower and players will see more original characters in game (tired to see Abaneiro's clones and kill them in my current game)
