I think u will always find some ways to actually "cheat" in Rimworld. With or without DevMode
There's no ifs, ands, or buts about it. The only way is to just control yourself.
That said, don't feel guilty about cheating in a single player game if that's what you want to do. I don't think you would do something that ruins the fun for you, I think you feel bad about cheating and that's the part bringing you down. Cheat all you want, nobody is judging you.
Other than that... nope.

Still despite a history attaching cheatengine to the running process of prity much every game in my libery, I dont let it ruin my fun. Hear is my method for ensuring I dont deviate from playing games in truly iron man mode.
I simply save the game as, name the profile, or call the civilization/colony 'No cheat". Then every time I start or end a gaming session, the name reminds me, this is the playthough I am not cheeting in. And I dont.
A good rule of thumb as a gamer is, never start cheeting at a game untill your no longer having fun. If your still enjoying a game, its not time to start cheeting at it, but when you do start, keep the cheeting to specific playthoughs.
Cheeting is grate, its a fantastic way to squeeze a bit more fun out of a game your compleetly bored with, or to make a game fun that just isnt fun to start with. You should definatly squeeze as much fun as you can out of every game you buy. Just set some rules for yourself and keep to them. And maybe save your games in such a way as to remind you of your intentions when you started them. It works fine for me.

Delete that file called DevModeDisabled. You should be fine.
