smoothed = 3 beauty , carpet = 2 beauty.
in my opinion, it should be this way
stonefloor = 3 (most work time and ressources involved. mining, cutting stones and building floor)
carpet= 2
smoothed/metal floor/wood floor = 1 (should increase/double the woodcost, cause wood/trees is easy to get after the neww seed changes)
concrete = 0 (atm concrete is -1 beauty)
Well, gold tiles then! (+4 beauty and quite like all floors have 100% movement modifier)

Well you said ignoring costs. Carpet uses a renewable resource and is really fast to install, with a decent beauty rating. If you're on a map where stone is abundant this is less of a thing.
Not necessarily, in a 5x5 room plus or minus 1 beauty is 25 points. Still though I got with what I think looks good over what the pawns think looks good.
