Or build a coms console and contact them, IIRC you can spend silver to improve your relationship. I haven't done that in a while and don't remember if it was added by a mod or not.
I don't believe you can ever improve relations with pirate factions, or any mod faction set to be always hostile.

Nope. Nothing has any effect on it AFAIK, if they have left the map at all you get the full 15 points. You can torture them for years, harvest all their non-vital parts, pretty sure it doesn't matter. That may change at some point, or perhaps the harvesting organs already has since I haven't done it in a while.
Releasing the raiders is mostly for hostile tribes and whatnot. The always-hostile pirate factions don't seem to care - you might as well just execute them unless you think you can recruit them.
Also, you can use the comm console to bribe factions, but only if they're not hostile yet. If they are hostile they'll just cuss you out and hang up.
