I recommend that you wait for christmas, maybe Gabe can make it happen.
On very exceptional occasions, Valve can give up a part of its cut to make a sale possible (during holidays, especially on community picks).
I believe it was during the "The Gabe said so sale" for Smite. I lost track of the very source which was in the official forums, since it was way back this year. Hi-rez was not going to make a sale during the summer, but valve made it happen.
Don't take my word for it, I have no idea where the source is now. This is simply what I read back then, I just can't prove it, which is a shame.
Yeah, there's plenty of other similar cases where Valve override whatever the dev wishes and throws a game into a sale. I've seen numerous cases of devs saying up front that they have no input on when their game goes on sale at steam.
It basically operates based on popularity. The more popular the game is, the less likely the sale and the smaller it is. An opposite trend of this is ArmA 2 being dirt cheap until the DayZ mod and then actually being bumped up in price.

You know... there are tons of free games.... but they are worth what you pay for them. In some strange world it makes sense to hold out on what you want to save $5 but that isn't this one. In this world we are all just wasting oxygen so that we can consume and give our mindlessly reproductive kin a reason to produce... civilization really is quite nonsensical and circular... in this world... that $5 you want to save with the sale is just $5 that your even lazier children won't inherit.
Free games: not even once.
