you need to click on the prisoner and set him to "Chat and Recruit".
Then the Warden will talk to prisoner and try to recruit him for the Colony.

And give him a impressive bedroom a 6x6 with a bed, plants table and cloth chair
Good food & and a nice cell will help.
Edit: And like the others said, switch them to "Chat & Recruit" in the "Prisoner" Tab.
Warden: "Well, if you REALLY don't want to join us....."

I've had a couple holdouts, but eventually they all joined my growing town of Point One-Five.
They're really provoking me to harvest their organs when they refuse my, ahem, demands,
I usally harvest prisoners that are above 90% or release them if im planning to have good factions.
