When its durability is around 20 or 30.

I've always considered it as being below 50%.
Any one piece of gear has to fall below 50% to trigger the tattered debuff.
Keep all of your pawns' gear above 50% and you'll never see the 'tattered' warning.

Use the assign tab and edit their assigned clothes so they don't wear anything under 54 percent. (54 just do they don't need to change after 5 mins

I actually set it to 61%, but that's with a highly prosperous colony. It's probably reasonable to keep it lower in low tech or high difficulty areas.

For purposes of 'default' Thought debuffs, a piece of apparel is considered to be Tattered if it's condition falls below 20%:

This thought occurs when a humanoid is wearing apparel which has health 20% or less.

There are two different debuffs. Tattered is the worse one when clothes are really damaged, there's also a "worn out" debuff that starts at a much higher percent. 20% for tattered and 50% for worn out sound right to me. I tend to not care or pay attention to it early on, then once I get mending (modded) up and running I tell them to only wear things above 61% because a few damaging hits to the pawn can drop durability quite a bit.

I've only provided the quote for Tattered since that was the original question, but I can offer a wiki-proof for your words about worn-out apparel:
