Can't transplant lung
I have four lungs in storage but when I remove my colonist's lung it does not give me the operation to give a lung.

I'm not an expert on this subject, but are they the correct lungs (like, did you remove the right lung but only have left ones)?
I thought of that and made sure, I have two left lungs and one right lung and I need a left lung to replace.

I think the OP is using a mod that changes how surgery works. There is no research for it in the base game.
It is the bionics and surgery mod for those who are wondering

Nonsense - you can attempt any surgery with healroot.

I just had a game that said the surgery required 3 medicine and I only had the person allowed for heal root so the surgery didnt start. Once I unrestricted medicine for that colonist the surgery proceeded (Maybe pertinent to the OPs original problem).

Depends on surgery. Plus there is a surgery mod
