Good thought, but I just checked and don't think so? Colonists and huskies are all set to unrestricted area atm, and handler's day has some work hours specified.
No, he's not mute, good thought though. I tried assigning another colonist -- still no luck.
It gets weirder, too. I had a gazelle self tame just now. Handlers will train the gazelle. Still not the huskies. Can't see that my settings are any different for the gazelle.
Is there any particular food needed for dog/husky training?
I haven't tried restarting RimWorld, will do so now.

The mod Vanilla Animals Overhaul has a bug that impacts animals' interactions with their masters, and it prevents things like training [and shearing/milking as well]. The mod's author says that for the time being you can fix this by assigning "none" as the pet's master, or in other words having the pet have no master, and I was able to work around the issue several times with that.
