Could be that the rooms are too large and/or your colonists are venting the heat by going through the doors too often.

EDIT: Tried to zoom in as best I could without leaving any parts of the base out but also make things visible.
I only ever use the cooler/heater as a cooler for refrigeration. I currently have a base probably 5 or 6 times the one you have. It uses a total of 5 heaters, and two of those are only for indoor gardens, so really it's only 3 heaters. There's one in the hospital, and two in corridors by the bedrooms. I use campfires when I need to warm it beyond that point, and passive coolers when it's too hot.
*ed: You could also use another pair of vents. One between the research room and the hallway, and one between the two storage rooms. It will help equalize temps in those areas. Maybe a third between the hospital and hallway, as well.

They're directional. Yours are setup for cooling only. The blue arrow points toward cold, the red toward hot. Yours are sending cold air into the base and hot air exhaust outside. If you wanted to use those type units for heat you would need to build new ones, with the red arrow pointing inward, and switch back and forth between the two types as the seasons progress.
So if I turned my coolers off it could help?
If the idea is to heat the place oh yes, it'll help a lot. :)

The reason I left them running is because it says you can raise the temp on them to positives so.... Yeah XDDD anywho gonna give it a try.
As for using coolers to heat a room, like between a freezer and a room you want to keep warm, it wouldn't work: coolers only transfer excess heat. So when it's warm, it would make it too hot in the other room. And when it's cold, the cooler will mostly be on standby so the second room will remain cold.
