Solar Panels to run sunlamps for hydroponics.
Wind Turbines + Batteries to run the actual hydroponics & the heaters to keep the rooms warm enough for crops to grow. Double wall like freezers. Also pipe steam from vents into your base to help.
If they wouldn't grow inside I'm guessing you either forgot the sunlamp or forgot the heater.
Big difference, Ice Sheet will have a few resources and possibly a tiny number of animals to hunt. Sea Ice biome will have zip for resources so you will rely on whatever you brought, and whatever you can trade/steal/kill for.

Yep, very much harder, even if you drop in with a lot of supplies, the lack of resources is pretty limiting.
