Just make or steal some. It doesn't really matter what it's made of. The clothing type itself is the most important factor. Yes, different materials will add to the insulation bonus, but it's the type of clothing that will keep you alive.

The worst cold insulation (below 100% of modificator) are:
Tortoise (worst)
Elephant
Beaver
Boomlope/rat
deer
(I miss probably some of them)

Best for insulation are:
Thrumbo
Hyperweave
Muffalo wool
Megasloth wool

Most of the other one are more or less 100% modifier of cold insulation.

Cloth or any kind of wool is fine; there are a few kinds of leather (like turkey leather) that have low enough insulation modifier that they won't be enough on their own, but most of them are fine as well.

all wools have great insulation with less physical protect

Plus add tuques as well. Low material cost for another easy boost to cold protection.
