press the custom scenario. You can desactivated them there.
I looked at all the parts and none of them looked like a way to disable random colonists joining.
Is it "Arrival method==Drop Pods" ? Does that force incoming to be injured and needing help, so you can ignore them to let them die? Or is there another way?

It beats disabling the event entirely. At least by leaving it enabled, you have a chance of getting decent colonists. Disabling the event just ruins that.
I understand the logic.
But I really do enjoy how attached I get to the characters. If I played like you do, the game would start to feel more like a spreadsheet to me, and as it is, this is the more immersive choice for me. Your mileage may vary.
Also I have played Banished and that game gave me the choice to reject new people, so some of the same expectation drives this for me.
There is a mod for that but I didn't try it.
