You can either assign his bed to a medical bed, or put the medical bed inside the prison...
A prisoner can't, just walk out of his jail cell by himself to get to the infirmary on his own, would you trust him to walk there to get his organs removed instead of running the f*** away? ^^
One or more screen shots would seriously help alot to give you more advice.
Also, if you can't order any colonist to get his organs taken, (by ordering him to sleep in any medical bed first and ordering the doctor afterwards.. you may have gotten some mod conflict)
I'm using most of your most too, but "Quality Surgeon" i don't know about this one, if it doesn't break your savegame.. try to disable it for a bit.
I tried to disable mods one by one of those who impacted medical things and when I removed "Quality Surgeon" the options came up for everyone. So I am assuming its either the sole culprit or it was confliting with another mod.
Not sure about that mod but EPOE (Expanded Prosthetics and Organ Engineering) should mostly take care of everything..
Couldn't find that mod myself, what does quality surgeon do?
I wouldn't think EPOE does what QS does so far I could read, but I could be mistaken.
