what does the D stand for?
for example: tribal wear, (poor 94%) D

Deadman's clothing. That means someone who was wearing it died. Colonists are weirded out by that.

Check the Needs tab of a colonist wearing an apparel with a D. They will have a debuff of -3 I think for wearing a dead mand's attire.

will they get used to it eventually?
sure there is no water so they cant wash it
but after carrying it for a week would they still care?

What does the quality percentage mean anyway? Any difference in performance from a parka that is 80% vs 60%? What about weapons?

AFAIK it's permanent, which is kind of silly. It means there's no point to taking clothes off of dead people, as the penalty is almost as much as just being nude.
everybody knows what the D means.

not sure about clothes performance but for weapons its really important, reduced % means reduced accuracy
for clothes it just needs to be above 50% as soon as it goes under that it becomes tattered for a mood debuf

Except that they will be wearing something, which provides protection and temperature tolerance. So it's not really like being nude. They just both have mood penalties.
The (D) penalty scales based on the number of (D) items worn. The first two thresholds are 1 item and 3 items. I don't recall if there are more beyond that or where they fall...trying to recall from the code last time I looked at it.

being nude is worse then having deadmans and i think deadmans is better then tattered too

I read on a thread discussing mod packs that there is a mod called Mending that removes the 'D' once the clothing is mended. Might be worth a look, if you use mods.

They just both have mood penalties.
Which makes colonists appear like whiny idiots - they would rather go into battle naked than wearing a poor/deadman bulletproof vest (a less silly alternative would be giving a bonus when wearing armour, and a smaller bonus for poor/deadman armour)

No bonus for wearing a dead man's armor because it obviously didn't work.
