Most likely at the top of the ring at a Orc king location.
Else try top floors in houses. Can be you gotta use the quik floor stuff to get there

Yes, i found the one in orctown on top ring where the Orc King is. I did not realize that is the 4th piece, for me it said second piece. Im guessing depending on your order of finding them it changes the number.

I had the fourth piece in the big hall before you go into dwerrowdhelf. You should also have a blue marker where to search.

4th piece for me was behind a gold ore mining section off of a dual troll cave in Dwarrowdelf area. There should be a marker to follow for 4th & 5th pieces
