Steel axe, have otehr steel items just no axe
Just got eh game after watching some YouTube on it. Enjoying it, but I'm to the mines and i cant hit some orcs. I have steel pickaxe and it was my understanding getting the big forge going in elf area would unlock it too. Did i miss something in the starter ares.. i see no statues to rebuild? I don't want to start over.. but it seems i should have got it with other basic steal items

I lost count but in the first area they are about 5-8 statues to rebuild. think you might need to go back as they do give you certain recipes that you might find useful. I don't think it's a game to rush through, exploration is fun. In a CoOp game I'm playing with a couple of friends we've spent just over 20 hrs in the first area alone.
You're looking for statues in the Mines and the Elf Quarter. You'll know them: they require 20-stone and the steel hammer. That's where you'll find the unlocks for the steel weaponry and the Erebor armor set. I *just* unlocked them myself.
Thanks i think i have a bug, i did 3 statues in that area (elves) and all give the same shield, seemed strange but i was thinking maybe if you had everything unlocked in an area maybe it just repeated and there were extra statues so you were sure to get it all.. guess i restart
When you have all the statues in an area, additional statues give you things like coal and iron oar.

For most things, it requires multiple statues to unlock. You didn't get three duplicates of a shield, you got parts 1, 2, and 3 of a shield. You don't get the ability to craft it until you get the final part.

Correct, most recipe's require multiple parts to find. They tend to be split into 3 different recpie parts, which are spread around on statues. So i believe OP is not finding the same full recipe, but parts of the same recipe.
I have noticed the Steel Batteaxe and Steel Sword statues are usually in the lower level of the mines. You will eventually come to a double stairway going down in most of the campaign worlds I have loaded. I have usually seen Trolls and big treasure piles in some large caverns down there. Its usually there that I find the statues for the steel melee weapons. The Steel Battleaxe is a best early game weapon for big creatures, but if your have the Last Alliance Maul with a Orc-Bane rune, that should easily allow you to clear orc camps and defeat orc town/orc boss. If you are having trouble, just quick platform up a wall and start plinking with a bow from up high. The enemies are not as good as you can be if you take your time and aim.
