It doesn't do anything in the nearby area, it drains the big forge in the area, you have to go over there and pull the lever in front of the gate and the forge will drain and open up.
I found and repaired the Drain pumps before finding the forge, so I was similarly confused.

Chicago Ted, thank you so much I was logging in and out, sleeping and rechecking...even teleporting out and back. I will head over to the gate and pull that lever.

After you repair the pump you need to find another gate with a lever, that is the lever repairing the pumps fixed. It should be fairly close near a walled camp of goblin men if I recall correctly. I hope that helps.

It's four pipes that you need to repair. One is inside if I remember correctly. Look around and remember to look up as well.

Some locations seem fixed, but the way to get there is procedural. For me, the camp and the forge were close location-wise, but very far apart indeed if running from one to the other.
Killed the watcher
replaced 3 pipes cog
and it says the lever is damaged am I missing something never mind I drained the pumps water has not gone down

Well i will help too..THE LEVER IS BROKEN. Maybe you need to repair it?

You know, this is the second post i seen about someone getting stuck on this section. Guess it is not intuitive for players..lol.

and yes, it is 4 pipes.

As some stated above. The lever does not drain the surrounding water. You will need to explore elsewhere and find a gate that has another lever. Once you pull that lever, the area past the gate drains and then the gate opens.

I was stuck for a while because the game seems to assume you had encountered the flooded area prior to finding the pump house. The flooded area was very well hidden on my map, and it took going back over the entire map and digging through everything that could be dug through, before I found it.

Actually, i did find the flooded area first, then i repaired the drain house location. So i think you are right, the game probably thinks you found the flooded area first.
My experience a bit different. I have stuck in moment - how to reach this damned pump. I have found it first, was scared by the boss and get to exploring entire map. I have discovered sunken forge location, then, I've killed the boss. But have stuck again on question how to reach the pump. It's truly not intuitive. You can make a half of foundation without a fireplace, but how I didn't tried to reach pump using them...of course I can't made it. Why devs have not did ability to made pier without a fireplace nearby idk... but this is stupid for sure.

You make a small hearth or a normal size hearth in the section you want to build. The upper parts of the higher pipes you need to repair require you to build some kind of platform, or even better, stairs. It is much easier to carry pipe parts up the stairs. Yes, there are high pipe parts you need to repair, but you can solve this by having build a hearth there to do it.

I am pretty sure piers can be built with a hearth. They have to be built in water, but do not require a hearth.
EDIT: piers can be built without a hearth.

use a combination of ladders and simple plattforms, it requires a bit of plattforming but a heart or piers are NOT required to reach the pumps
