i confirm this issue - experiencing the same
the "windows" mouse cursor is flashing thru (fast blinking)
1) press windows key + R
2) type in "regedit"
3) unfold the HKEY_current_User
4) unfold control panel
5) select the Desktop text , on the right side there should be a bunch of other contents, Some Red, Some Blue
6) Find ForegroundLockTimeout and double click it,
7) Change the value back to 0 (hexdecimal)
And the stuttering should go away after a pc restart.
(This may not work for everyone. But fixed the issue for me.
I understand what you mean by it's not a game issue... but funny how it suddenly started on the last update and never had it previously. So with that, I say it IS a game issue, they changed something and it made it do this.
No. still set to zero. Wonder if it's a steam overlay thing as I use that a lot in game too.
this blinking cursor only shows up when playing RtM
As M_Red said, I'm too also not using any overlays, only the built in steam one. The issue has only started happening since the last update, wasn't there prior to that, and my steam / nvidia drivers haven't changed.
