Weird issue with Mouse cursor during menu interaction

This only happens during planning and menu navigation, but whenever I put the mouse cursor on anything, I can't click on anything. I always have to move the mouse cursor about 1 inch beneath what I want to click for it to register. It's a bit jarring. Any fix for this?
