Voice chat autoenabled and won't turn off

Is there a reason why voice chat is auto enabled in Party and can't be changed? I play with a friend, we use discord but when we join a party together the ingame voice chat activates so we can hear double. None of the settings work (lower volume, disable voice chat etc, no effect). Is it a bug or what's going on?

Under the Sound tab, at the bottom, there's Voice Chat settings..

...as for not turning it off.. I play with my partner (who sits next to me) and despite our mics being active all the time, having turned the voice chat off apparently works just fine. You may have found an elusive bug.

I'd suggest verifying you game files and if that doesn't help, file a bug report?

Got weirder than that. We found a way to fix it and after that it didn't return. We changed the voice chat settings but they made no difference. So what we did was turn off Microphone permissions in Windows (while the game was still on) then turned it back. Since then the game has been working fine with VC off.
