how many duplicate threads do you need?
I had this issue happen to me twice in my last two playthrougha.
Both at the 90% investigation Day.
Screen just remained black after the "Day # Investigation raised to 90%" text.
The first time it happened I didn't know the fix so ended up having to restart from the menu, which was annoying because it was my closest run to completing it.
Anyway, it happened again yesterday on 90% again.
However, this time I restarted the game and went to options, changed it to windowed mode, and made it like 640x480 (may not be required that last bit) and the cutscene played when I continued campaign!
Then once back on the territory map I switched it back to Full Screen.
WIndowed (Alt+Enter) seems to be the fix....maybe some cutscenes have an issue with borderless.
The cutscene ended up being the Cagnali robot army taking over from detectives.
