this is you just not understanding how you have to patch code. With how steam packages and unpacks things you often have to package changes in larger chunks of code and rewrite the whole section to avoid bugs. (sometimes its also that you have to change how the math is processed to avoid a bug which requires patching out the whole system that uses the math you're changing, sometimes they also do put in other things but more likely its just patching over entire sections. If they were adding assets tho then the overall size would increase... which it didn't from what i see.)

This is super normal in my experience if your police level is high (not the heat, tho that needs to be high as well, and not even investigation which also needs to be high... but the actual cop level)... if all 3 are high and you don't have robots spawning then it will be groups of heavies (in extreme you'll see way more than 2 at a time lol).
This is why cagnalis robots are kind of a godsend. They make it so the heavy spam is less while they are spawning.
But yeah this is normal and it turns into full squads of heavies and shields in extreme and yeah it has to do with the police level which you can see when you click on norris in the map.
The reason being is that if you have turrets and gold/yellow rarity weapons you can take down swarms of heavies pretty easy. It takes you and a squad of AI like a few seconds max to take out 4 heavies and 3 shields assuming you equipped the ai correctly. The only time heavies are dangerous is if you're already surrounded which means you made a mistake.
(if you really keep having problems with heavies just put practical elites on your AI and yourself. Its the strongest weapon in the game by a large margin and chews heavies at a range, its basically a sniper shotgun)
I’ve logged over 160 hours in the game and completed the campaign five or six times. I've played all the co-op missions and three starred all except one. I’ve unlocked 37 out of the 45 achievements without even trying to get them, including the Cagnali achievements.
The difficulty curve I just encountered in that armoured trucks level, right after the patch, was unlike anything I’ve experienced before—absolutely off the charts. It’s too soon to say whether the overall difficulty has increased or if it was just a one-off glitch affecting that specific level post-patch.
This happened on day 6, with the investigation level at around 35%. I’ve previously reached 100% investigation repeatedly and attracted 5-star police levels on the way without encountering anything remotely as intense. Normally, I can handle the armoured trucks level with two or three gang members and no turrets. This time, I had all my gang members and two turrets, and it was absolutely chaotic. If turrets affected difficulty before, I never noticed. I’ve used three at once in the past without issue.
Mine was 79gb. Had to reinstall the whole game just for 7 fixes.
