Why is Vietcong not on Steam?

as i understand it, this game was made by some of the devs that made vietcong 1 and 2. vietcong 1 was one of the best games of all time and i'd love to play it again.

i'd also love to see a vietcong 3 beign made, so i got all the DLCs.

I think the more relevant question is why isn't it on GOG. Considering that this game came out in 2003.
