I found this memo on the Dragon Dogs' Director's Office

In the campaign, I successfully located the Dragon Dogs with SIlver so I don't know if it changes things in Multiplayer, but I found a coffee stained memo in the Director's Office that could help other players in the other mode or if the Silver level isn't completed?
