Report a translation problem
There are a couple things to note. Heat matters, more global heat when you start (heat not investigation) will mean more cameras and guards usually. Second is that character class matters, if you aren't playing as someone with the stealth skill you will find it a bit rougher, if you are playing with someone who is of the merc class you will get seen even faster than normal (thats part of their class modifiers, just like how stealth people also move faster). The sneaky class is just inherently better at sneaking and gets seen slower (and note i mean class not the skill, stealth class with stealth skill is comically sneaky)
You're probably just making mistakes or misunderstanding because stealth is almost laughably easy as long as you don't get surprised. (like i find it easy to finish alot of maps within 1 or 2 mins in stealth, from load in to van out)
At least you can 100% secure any map in this game, although Payday 2 low key ENCOURAGED just killing civvies due to the awful pathfinding and the fact that they actually broke hostage pathfinding after an update. 4 Pagers (Meaning, up to 4 guards to kill or dominate/subdue) and that's it. I'm still stuck on that mentality when playing this game.
Or on a gas canister. Or where it can bounce back on a gas canister.

I do think it’s insane how many guards are on some maps though. How can this small warehouse turn a profit when they have 30+ guards on staff?
And then it got really loud.
If anyone is wondering and truly wants to have a stealth challenge, it's "High-sec warehouse", available as one of the warehouse missions in MP as well. To stealth that fully, it requires some serious skill and patience, several orders of magnitude more than any other map.
