3 starring Urban legends no longer unlocks the characters?

Tested this with the first Urban legend, didn't change character, did all with 3 stars. Nothing.

You can check how to unlock them ingame dont remember where though.

Most don't show any way to be unlocked, so I suspect you need to recruit them first in campaign mode and level them to 4, then they get unlocked. Thats how I got Vamp, Ranger and Cracker even though I finished their Urban Legends with 3 stars.

I think the multiplayer appearance card is what you need then

Indeed doesn't, this was an intended change. Unlock characters via unlock cards.
