3rd day in a row at -40%

As title says, I have a large stash of Precious metals, and it feels like there hasn't been a day where the sell price has been positive, its either -40% or -30%. I get RNG and ♥♥♥♥, but like am I being stupid or what? Is this intended?

I'm sitting on tons of stuff I can't move because it's bad rates.
Then Day 1 I get full on SWAT response on a easy heist.

Started happening after recent patch.

I have a huge drug stash and it is stuck at -40% for like 7 days now, not just that everything else is in negative except Luxury items and +3%.
