Loot not spawning?

I've had 3 missions now where I have to "steal the goods" yet I only had like 70% of the loot. I've searched the whole map several times and there is no loot spawning. Is it RNG?

Could you describe which mission this is happening on? Is this the one where it has a secondary objective that says, collect at least 90% or something like that? I'm assuming since you can see the %.

The only oddity I've had is one where I could only find 96%. Which means it was probably one of those little black safes somewhere that I just overlooked.

I had a mission on the warehouse/docks where the last piece of loot was outside the warehouse on a random fence square that didn't make much sense. I guess the other times the loot must've been on some random secluded spot as well.

Yeah, they recently altered the maps and changed possible loot spawn spots, they don't all have to be inside the warehouse. The new port compound mission sometimes spawn loot outside, not just in the vault

NOPE CHECKED THE WHOLE MAP INSIDE, OUTSIDE, OTHER WAREHOUSES IN THE AREA AND EVEN HOBBO AREA THE FULL LOOT ISNT ON THE MAP. (MISSION: HUNCH)
