Report a translation problem
Stack those soldiers and use them for attacking enemy territory instead. Also do those crew missions (kill faction officer or blow up cars) that allow you to weaken an enemy faction whenever the game offers them to you. Some of them will allow you to downright take over a territory once you complete the mission.
Another tip. The winning run, i didn't call Touchdown to upgrade my soldiers to Tier 2 until i started seeing the other factions do the same. This allowed me to take over a large portion of the map early into the campaign since they're all still on Tier 1 days into it.

Edit: How is it possible for me to accidentally reproduced the exploit multiple times by just simply playing the game? It's like telling me I'm playing the game the wrong way simply just because I didn't play the way you want me to be and you are calling me using exploit. If this is how much the Hidden Vault paid me, then this is simply how the game work.
I cannot elaborate without explaining the exploit itself unfortunately but I can guarantee you that you accidentally did it.
