With Baker's 50% loot bonus, money literally can't be an issue.
Also, do heists. They give a ton of cash
Just capture at least 2 territories per day, and focus on cutting off opponent territories for auto-capture.
Occasionally do robberies with your heroes to keep the funding, and sell loot from the office panel.
No way to get enough army guys, cagnali is tier 3 and it will take awhile for you to get to t3, and have enough troops. But you can get perk cards that let you start with more troops on the next run. Which helps with grabbing up territories and quickly getting to T2 troops by day 2 or 3. You need 5 territories I think for it to spawn that goal (maybe 4).
There's ways to reduce the investigation, that either spawn up as goals. Or involve you killing the detectives. Lastly there's also perk cards that reduce it's percentage...but. 10% of 12% isn't much.
There's a big heist or two, that gives you the option to turn evidence over to reduce it. But you'll lose all the money.
Anyway, you just gotta keep taking territories. And if those missions pop up, that allow you to take a turf, by sabotaging vehicles or whatever with your main crew (instead of army). You might want to take those. And lose out on a heist or two.
Doesn't go into specific heist details, though. (Or I would have finished it next year)

Because kill citizen add more investigation percent , usually it fill up at day 9-10 without doing anything to lower it.
You're not meant to get an incredible win on your first run (even though it is possible even on extreme), it's all about choices and what you do. Turf wars play a very big role - sending 30 soldiers in a defense will quickly lead you to bankruptcy, for example. But same thing for attack, sending so many soldiers will substantially limit the amount of attacks you can carry out in a day and hinder your progress, on top of draining your funds in a second.
pretty much always only bring 10 soldiers for attacks since u can basicly solo the enemys {especially when u get teir 3 with the cluster grenades or teir 2 with the shotgun}
defence is free pretty much every time u can very easily solo even the teir 3 defences with touchdown hes super op {the only one where u might wana bring like 5 soldiers is robots defence but even then its pretty easy}
also if u have dlcs which i assume u do since they gave em away u can start the campaign with the kings gold heist and use the starting money and loans to buy the permanent office upgrades
I sometimes expand rapidly and back all of the other gangs into corners so I can cycle big missions. Other times I'll expand aggressively and remove whoever first gets Opportunity missions put against them.
But yeah, take territory quickly and whenever possible if you're struggling. Keep in mind that your territory defenses will be cancelled if the zone the attack is coming from is captured (i.e. flank your enemies) and singular isolated points surrounded by your territories after a capture will also become captured. (Cut off enemy connections).
