That could be the thing.
Skins and sheet like that could be paid...but the player base isn't great yet...so servers up to 1000 people are that expensive either.
And think that steam server aren't that expensive.

online doesnt mean devs have to have servers

Unreal Engine has built-in multiplayer server support along with lan so it shouldn't be too hard. You can also use steamworks sessions for easily hosting public servers without having to port forward
