Thanks, really strange issue I thought it was just when you tried to get into the game proper as it would crash at the loading splash screen, but was then checking options and it did the same thing every time.
AV works in mysterious ways neither you or I would know, however it does interfere with IW in some way. IW isn't like your other softwares or games, they're all written differently. Engines, security, eg. You would not know how they work in particular.
Someone had a related issue to yours and surprisingly AV was the culprit. However that was one of the last case scenarios I was hoping would've fixed it.
I would then in-case check your game harddrives (If that be trying another harddrive, or insuring you've verified game integrity). Update your GPU drivers (Even downgrading), Disabling GForce Experience, Recording Software, or any overlay that could be possibly injecting into the game (Razer, Discord), updating or reinstalling Direct X.

Thanks have tried the above just crashes straight to desktop, looks like a call of duty thing as COD Modern Warfare Remastered does the same thing , actually doesn't even get into the game at all same crash message in event viewer as above., Have tried the above steps, going to give up me thinks
Sorry to hear. More looking into this Event Viewer log, it's a StackOverflow exception which can be caused by numerous of things. I don't know if it would be possible or safe to try debugging the game without triggering security features. Last thing, have you tried running in safe mode?
What I mean by safemode is going to MSCONFIG and disabling all non Microsoft Services (Except Steam), and disabling all startup programs in task manager. This way for sure no other programs/services are interfering with the game..
If this still doesn't work, I'm sorry you're having this issue. I don't know what else could be causing it. :(
