There you can also preload shaders now. If you do this, you should be able to skip cutscenes after some few seconds. If still not, something is absolutely broen for you.
Does the game still run after the cutscenes?
This is either some kind of bug you unfortunetaly run into with 2 rigs, or both rigs have something particular in common which is causing this (same antivirus program and settings, same graphic card, both running Nvidia Experience, both running MSI Afterburner, eg.). Maybe you can think of something if you compare your both rigs.
Usually the game needs about 10-15 seconds into the cutscene time to load the level and then gives you the opportunity to skip it. No 2nd loading after the cutscene necessary for me, this I can tell you.
hm, and nothign else that matches both systems?
I have also a Nvidia and everything is fine. Though I never install Experience because Experience does use special settings from Nvidia depending on the game exe you run. This messed up with two games in the past (both were not starting properly), so I clearly decided never to use this manipulating software ever again.
You could try to deinstall it for a brief test, though the chances are slim that it is the culprit.
Other to that, I have actually no clue at he moment why your both rigs dont finish loading like it should whil cutscene is playing. Maybe someone else will speak up, hopefully.
