Game running too fast

I realize this is something of an odd issue considering most everyone is having the opposite issue, but hey. Figured I'd ask.

As the title says, the game is running too fast. I played this on both consoles way back when and outside of the big, high quality FMVs, the game's moving extremely fast, speeding up dialogue, music, ATB charge speed, pretty much everything. It doesn't make for a very fun experience since everything's going by way too quickly. Is there any way for me to effectively cap the FPS?

Are you forcing V-sync off in your graphics card control panel?

Is this really serious? FPS doesn't "overspeed" games. Where are you getting this from?
Personally, I've never heard this before.

This is not an FPS issue in any shape or form.

He left CE Speedhack on and forgot about it...
