Hello there Scarlet, i wanted to let you know that the mod Krisan created for Lightning Returns to add the "Outerworld Addons"(console exclusive content) was removed from the Nexus because it was 'malicious', i honestly think it was a false positive

These are the same people that will ban you over a flag and call it inclusion while they are being blatantly EXCLUSIVE. If you don't agree with their politics 100% lock step like a certain group of people in 1930s Germany you are gone. I would not be surprised if it wasn't a false positive but active action taken on ModDB's part.
Or just some prick thought he knew better or got angry that he couldn't get the mods to work and so hit them with a report mod. Mods have a bad rep for containing viruses and malware and such so any flags like that aren't always investigated and are instead blindly deleted. More often than not as said before, due to false positives. If anything even LOOKS dodgy people will click that button and there goes the mods.
Maybe. But Nexus is a pretty big site. And one of the more well known mod sites not twisted around just one game. Lover's lab being the other lol. Also FF13-2 wasn't nearly as popular a game as many others so mods aren't nearly as popular for it as some other games. The loss might be big considering from what I've seen the mods here are some of if not ALL of the best for the game, but overall I doubt it would even register on their radar.
Besides, FF13-2 modding is just a drop in the ocean compared to say, Skyrim modding, the most popular there. It won't make a dent on the userbase.

Using a save that has all Fragments (but everything at lvl 1) is kinda stupid cus the moment i close a gate i can only go into that gate, not sure how it works if i start the whole game from scratch with 160/160 fragments tho.
Cheating DLC doesnt work, even cheating the crystals for Lightning etc doesnt work.
Is there no way to somehow make the game think im finished the MSQ while keeping my current save?
Since I've already 100% the game anyway (Not counting collecting every single monster crystal) I've been using a program called Wemod. Think of it like...all the most popular game trainer makers and the most up to date game trainers in one place. It's free though some small features are locked out unless you pay. Admittedly not that expensive but I used it for free a LOT before I went down that path.
For 13-2 I will admit, the trainer there has a couple of bugs to it. Almost every fight is an absolute breeze with it but most of the arena DLC fights will 1 shot you if you use certain cheats so it's best to avoid using more than the bare minimum for those and even then it can take a while which makes recruitment of those characters a pain regardless.
Up to you though. Beyond that I can't think of a way to open up the whole game without playing it. But with Wemod it really doesn't take long.
