To force Steam to create these keys you need ensure Steam is closed, delete the app manifest (appmanifest_292140.acf for FFXIII-2), then relauch Steam and install the app. This will also force a full verification of the 28/60GB though.
what did you do to stop the slow motion?
Maybe it's good idea to not do a registry search for a game? Or make a button "Browse for the game" (so we can manually choose where our games are)?
From what I could see, Shadow and MSAA don't have much influence on FPS variation.
What actually does is Resolution (I actually didn't know resolution had "that" much controle over FPS - I was very surprised to see this).
From a rough estimation, every change in resolution of about 80p nets you about 1 FPS change (this is only meaningful within 10 to 30 FPS, since I couldn't managed to consistently go higher or much lower).
So when actually playing at 1300x800 resolution, I only have an upper lock of 15 FPS.
However, at 700x430 resolution, I get an upper lock of 23 FPS.
I actually managed to get a 30+ FPS lock by reducing resolution further (to 300x170 lol) but then I also lost a lot of stability as it was then varying between 17 and 30 FPS for no reason at all...
Obviously, the extreme is not valuable, as it would be ridiculously insane to play at 300x170 resolution... However, if you aren't too whiny about resolution loss, simply switching it down to some 900x550, will at least get you 5-6 nets FPS gain (possibly more, if you reduce Shadow as well).
PS: If you're gonna try this, do it in windowed mode, not full-screen, as this tends to help.
PPS: Your launcher did more than just "mitigate" my FPS issues SkacikPL. Allowing me to reduce things a bit is that little edge I needed to make the game stop running in slow motion (for unsure reasons) on my system, which actually looked worse than it sounds... Great job.
I might have found a way to actually get the full effect of this "resolution reduction FPS booster -.-" IN full-screen.
But, I'd need some help from SkacikPL for that. Do you think you could add an option or even a simple command to allow the Launcher to be run in screen resolution of 720x405 or 800x450?
Right now, I'm using the option in the Properties>Compatibility tab of the launcher to run it, but that only allows 640x480, which is too low.
Allowing to run it in a low resolution, then setting the game resolution on 720x405 Full-screen (or 800x450, depending on the Launcher's) would actually allow to get the game in full-screen mode at that resolution, which wouldn't look too ugly, and net some nice FPS increase. ("ugly" is relative, obviously ;)

Launcher by default is 739px by 589px, do you really need an option to make it smaller?
If so, then does it have to be sub-640x480 resolution?
I assume if you're relating to how launcher looks/works when game is ran at low resolution then i guess you can simply close it after it launches the game, it was an ommission on my side that it doesn't do that automatically.
Yep, I was afraid I wouldn't be clear enough. I don't mean the launcher's size at all.
Right click the Launcher, then select Properties, then the Compatibility tab, then tick the box that says "Run with screen resolution 640x480", then click Apply, then OK.
Now when you run the Launcher your screen resolution will become 640x480. My question was, is it possible to turn it into 720x405, or 800x450, or have both options?
